RFP for Point Breeze, Cross Street et Al.

PHDC, on behalf of the Philadelphia Land Bank, is soliciting proposals from developers to acquire and develop 18 parcels located in the Point Breeze neighborhood for affordable homeownership in accordance with this RFP.

Pre-submission Zoom conference (non-mandatory)
A pre-submission Zoom conference (non-mandatory) will be held on July 15, 2020 at 10:00 AM to answer any questions regarding this RFP. Interested parties are urged to attend this conference. If you are interested in attending this virtual conference, please contact Brad Vassallo at bradley.vassallo@phdc.phila.gov by close of business July 7, 2020.

Questions
All questions regarding this RFP must be submitted in writing by email to: RFP@phdc.phila.gov with the subject line “Questions – Point Breeze Cross Street RFP”.
Questions will not be accepted by telephone. Questions will only be accepted until July 16, 2020 at 4:00 PM. All questions and a response to each will be posted on this webpage no later than July 20, 2020.

Submission Deadline
All Applications, along with a good faith deposit in the amount of $1,500 or 10% of the offer price, whichever is greater, must be received on or before 4:00 PM on July 29, 2020.

RFP for 8401 Lindbergh Boulevard

In response to COVID-19, PHDC offices are closed at this time. This RFP’s deadline has been extended by 30 days to Thursday May 7, 2020 by 3pm.

PHDC issues this RFP from experienced and qualified developers for the purchase and redevelopment of the publicly-owned parcels located at 8401 Lindbergh Boulevard, located in Southwest Philadelphia’s Eastwick neighborhood. The Project Site is a vacant 4.5-acre tract at the northwest corner of 84th Street and Lindbergh Boulevard and is owned by Philadelphia Redevelopment Authority (PRA). This RFP follows the completion of the Lower Eastwick Public Land Strategy — a planning and feasibility report that was developed with significant community engagement. Each Proposal must follow the recommendations of this Public Land Strategy. A primary goal of the Project is to redevelop the Project Site in a way that responds to the community’s feedback, and so that the Project creates an amenity that serves the community through meaningful social impact.

Following the submission date, PHDC will organize a community meeting at which shortlisted Applicants will be required to publicly present their plans as part of this application process. After this meeting, PHDC will post the final Proposals on its website for an open public comment period.

This RFP seeks qualified developers to provide proposals for the purchase and development/rehab of the structure and surrounding lot at 2900 S. 81st Street located in Southwest Philadelphia’s Eastwick neighborhood. The Property is owned by the School District of Philadelphia (SDP) and includes the former Communications Technology High School. Q: Are all the lots being sold as one (1) group of lots?
A: Yes, the parcels will be conveyed to one applicant – lots will not be sold individually. Applicants must submit a proposal for the development of all lots in the RFP.

Q: What is the starting bid?
A: There is no starting bid. Given the constraints on the as-complete sale values, nominal disposition will be considered.

Q: What is the protocol on the resale price?
A: Properties must be sold to a household not exceeding 120 %AMI and the targeted sale price may not exceed $230,000 for each unit. Income thresholds for buyers are outlined below.
