Current Funding Opportunities
RFP For 4% LIHTC Project Gap Financing
NOTE: Revised RFP documents were added on August 3, 2026.
The Division of Housing and Community Development (DHCD) and the Philadelphia Housing Development Corporation (PHDC) are soliciting proposals to finance the production or preservation of affordable housing using the Cityโs H.O.M.E. Bond funds, the Cityโs Housing Trust Fund, federal HOME Investment Partnership Program funds, and other funding sources as designated by DHCD and PHDC.
This Request for Proposals (RFP) is intended to provide gap financing ONLY for Projects utilizing tax-exempt bond financing in connection with 4% Low-Income Housing Tax Credits (LIHTC) and does not apply to Projects seeking 9% LIHTC allocations.
Applications will be reviewed as they are received, and awards will be made on a rolling basis.

Briefing Session:
Questions and comments may also be addressed during briefing sessions, which will be held periodically at 1234 Market Street, 17th Floor Boardroom, Philadelphia, PA 19107. You will need identification to enter the building. The first session will be held on August 6th, 2026, at 3:00pm. Details about future sessions will be communicated on this PHDC webpage as well as via email to those signed up to receive updates on RFPs.
