PHDC works in partnership with many government organizations and community non-profits.
Three of the major partners are:
Department of Planning and Development
The Department of Planning and Development (DPD) works in collaboration with communities to promote, plan, preserve, and develop successful neighborhoods for all.
Reaching these goals requires city agencies to work together with residents, businesses, developers, advocates, funders, and each other. Planning and Development has a team of agencies that do just that. Our agencies include:
- Philadelphia Art Commission
- Philadelphia City Planning Commission
- Division of Development Services
- Division of Housing and Community Development
- Philadelphia Historical Commission
- Zoning Board of Adjustment

Philadelphia Land Bank
The Philadelphia Land Bank is dedicated to turning vacant and underused properties into opportunities for residents, businesses, and communities. By making land more accessible, we are helping to stabilize communities and build stronger neighborhoods for a more vibrant city. Whether you are looking to build housing, purchase a lot for a community garden, expand your business, or invest in the future of Philadelphia, we are here to guide you through the process. Philadelphia Redevelopment Authority
The Philadelphia Redevelopment Authority (PRA) was established in 1945, and has a rich history and involvement with many of the city’s major redevelopment projects. Today, PRA focuses on investing in capital projects, creating equitable communities, and building public-private partnerships to promote social impact.
As of July 2019 the Philadelphia Redevelopment Authority (PRA) and the Philadelphia Land Bank (PLB) are staffed by employees of PHDC. PRA and the Land Bank remain independent organizations overseen by independent boards of directors. PHDC, PLB and PRA work together to create seamless programs and services that support community development in the City of Philadelphia.
