Request for Proposals (RFP) Russo Park

Note: There are three Addenda – see in the Documents list. It is the sole responsibility of the bidder to ensure that it has downloaded all Addenda and executed and submitted them. The Philadelphia Redevelopment Authority may in their sole discretion reject any bid for which all Addenda have not been executed and returned.

On behalf of the City of Philadelphia (“City”), the Philadelphia Redevelopment Authority (“PRA”) is pleased to issue this Request for Proposals (“RFP”) for qualified prime contractors (each, an “Applicant” and together, the “Applicants”) for the Russo Park project located at 7300 Torresdale Avenue, Philadelphia, PA 19136. This project is part of the Cityโ€™s Rebuilding Community Infrastructure Program (“Rebuild”).

Mandatory Pre-Bid Meeting
Please note: There is a newย  โ€œMandatoryโ€ On-Site Pre-Bid Meeting for Russo Park Project scheduled for Thursday, January 22, 2026, at 11:30 AM. Prime Contractors will need to attend this meeting to submit a proposal for this Project. The names and contact information for all attendees at this pre-bid meeting are posted below as public information

Questions/Requests for Additional Information
PRA will accept questions and requests for additional information directed in writing toย RFP@phdc.phila.gov up to 3:00 PM, Thursday, January 29, 2026. Questions, responses, and additional information are posted in Addendum No. 3 pages 2-4 below.

Submission Deadline

Applicants must submit a response/proposal (a “Response”) no later than 3:00 PM, Thursday, February 12, 2026; absolutely no Response will be accepted after that time. The Proposal Due Date has been extended to Tuesday, February 24, 2026, by 3:00 PM.ย

As of July 2019 the Philadelphia Redevelopment Authority (PRA) and the Philadelphia Land Bank (PLB) are staffed by employees of PHDC. PRA and the Land Bank remain independent organizations overseen by independent boards of directors. Accordingly, you may see references to PRA and the PLB. PHDC, PLB and PRA work together to create seamless programs and services that support community development in the City of Philadelphia.
