What is the Weatherization Assistance Program?

The Weatherization Assistance Program provides free weatherization and energy efficiency improvements to owner-occupied houses and tenant-occupied rental units located in the City of Philadelphia. Eligibility requirements apply.

Services

Direct weatherization services are provided through a network of public and non-profit agencies operating in single counties or multi-county regions. Services focus on:

  • Diagnostic assessment of air leakage
  • Health and safety repairs
  • Electric baseload measures
  • Client energy education

What improvements are provided?

Depending on the results of a free energy audit, each eligible property may receive a combination of the following improvements:

  • Weather-stripping, caulking and repair of primary windows and doors
  • Hot water heater replacement
  • Wrapping hot water pipes and heating ducts
  • Refrigerator replacement
  • Sealing of basement openings, crawlspaces and chaseways
  • Insulating and air-sealing of the roof area
  • Repair and efficiency modifications to central heating systems
  • Replacement of dryer flex duct with smooth metal pipe
  • Replacement of some incandescent bulbs with CFLs
  • Programmable thermostat installation
  • In-home energy education

Who’s Eligible?

Income-eligible Philadelphia residents who live in the property and meet the income guidelines (see chart). Properties may be served once every 15 years.

How do I apply?

The first step in receiving PHDC services is to complete an Expression of Interest.

If you cannot apply online call PHDC’s Hotline at 215-448-2160, Monday through Thursday from 9 a.m. until 4 p.m. and Friday from 9 a.m. until 12 p.m., or stop by PHDC’s office at 1234 Market St.,17th Floor between the hours of 9 a.m. and 4 p.m. to complete a request.

You will need to provide the following information:

  • Photo ID
  • Deed and/or lease for any tenants
  • Current and previous year’s income for all members of the residence
  • Each page of the most recent utility bills
  • Bank account information
