PHDC solicits Request for Proposals (RFPs) from developers to acquire and develop parcels located in various Philadelphia neighborhoods.


Current Development RFPs

RFP for Hartranft 9th and Diamond Street et Al (5 Sub-Areas)

The Philadelphia Housing Development Corporation (“PHDC”), on behalf of the Philadelphia Land Bank (“Land Bank”), is soliciting proposals from developers  to acquire and develop parcels located in Philadelphia’s Hartranft neighborhood for affordable homeownership in accordance with this Request for Proposals (“RFP”). The Project Site is split into five (5) development sub-areas (“Sub-areas”) bounded by N. Percy Street, Diamond Street, N. Franklin Street, N. Marshall Street, N. 7th Street, N. 8th Street, N. 9th Street, W. Susquehanna Avenue, N. 10th Street, and Edgley Street. The Sub-areas are specified in the RFP and composed of vacant lot properties owned by the Philadelphia Land Bank (“PLB”); it does not include privately-owned land on these blocks. Applicants are being asked to respond to this RFP with a proposal to develop properties listed in one or all of these sub-areas.

Pre-Submission Conference
A pre-submission Zoom conference (non-mandatory) will be held on August 11, 2022 at 2:00 PM to answer any questions regarding this RFP. Interested parties are urged to attend this conference. If you are interested in attending this virtual conference, contact Brian Romano at brian.romano@phdc.phila.gov  by close of business August 5, 2022.

Questions
All questions regarding this RFP must be submitted in writing by email to: RFP@phdc.phila.gov  with the subject line “Questions – Hartranft 9th and Diamond RFP.” Questions will not be accepted by telephone. Questions will only be accepted until  August 12, 2022. at 4:00 PM. All questions and a response to each will be posted on this webpage no later than August 19, 2022.

Proposal Submission Process and Deadline
All Applications, along with a good faith deposit in the amount of $1,500 or 10% of the offer price, whichever is greater, must be received on or before 4:00 PM on August 29, 2022. Applications may be submitted either:

The Project Site is split into two (2) development sub-areas (“Sub-areas”) bounded by Chester Avenue, South 60th Street, Upland Street, South 62nd Street, and the Mount Moriah Cemetery. The sub-areas (see Exhibit B) are composed of vacant lot properties owned by  the Philadelphia Land Bank (“PLB”); it does not include privately-owned land on these blocks. Applicants are being asked to respond to this RFP with a proposal to develop properties listed in one or both sub-areas.
