The Philadelphia Housing Development Corporation (PHDC), on behalf of the Philadelphia Redevelopment Authority (PRA) is soliciting proposals from developers to acquire and finance the development and preservation of a scattered site affordable rental project in accordance with this Request for Proposals (RFP). The Project Site is located in Philadelphia’s Germantown and Mount Airy neighborhoods. Each of the specified parcels in the Project Site are composed of vacant structures and land owned by PRA.

In partnership with the Division of Housing and Community Development (DHCD), PHDC will provide gap financing for this rental production and preservation project as applicants seek Four Percent (4%) and Nine Percent (9%) Low Income Housing Tax Credits (LIHTC) from the Pennsylvania Housing Finance Agency (PHFA). Gap Financing for applications not seeking Four or Nine Percent LIHTCs are also eligible under this RFP. DHCD will use funding from Philadelphia Housing Trust Fund (HTF), Neighborhood Preservation Initiative (NPI), federal HOME, federal HOME-ARP, and Community Development Block Grant (CDBG) funds in its sole discretion.

Applicants are expected to submit competitive offers for the entire Project Site where all residential units will be leased to income-qualified households as affordable rental housing.

Pre-submission Site Visits
Pre-Submission site visits (non-mandatory) will be held at the Project Sites on April 26,, 2023, April 27, 2023, and April 28, 2023 to answer any questions regarding this RFP. Interested parties are urged to attend these site visits as they will be the only times entry will be permitted for interested parties. These four (4) site visits are each scheduled for the following days, times, and locations:

RFP AWARD NOTIFICATION – Grays Ferry – Sears et Al
The Philadelphia Housing Development Corporation (“PHDC”), on behalf of the Philadelphia Land Bank (“Land Bank”), is soliciting proposals from developers to acquire and develop a publicly owned parcel located at 2609-27 Sears Street (including 1308-14 S. 26th Street) in Philadelphia’s Grays Ferry neighborhood for affordable homeownership in accordance with this Request for Proposals (“RFP”). This RFP is aligned with Philadelphia’s Neighborhood Preservation Initiative / Turn the Key Program which targets future buyers of the affordable housing developed by this RFP and will help reduce purchase prices for buyers. Buyers seeking these units will be eligible to apply to the program. Section III below specifies this RFP’s income requirements for potential homebuyers.

PHDC considers the parcel (collectively, the “Development Site”) as an integral part of current and future comprehensive redevelopment efforts within the target area. Properties under the ownership of the Department of Public Property and Philadelphia Redevelopment Authority will be transferred to the ownership of the Land Bank prior to entering into a Purchase Development Agreement with the selected Applicant.

This project is part of a pilot program to develop a model for affordable housing development that optimizes long-term affordability (including utility affordability), public health, climate resilience and homeownership.

The site is located at 1625-41 N. 10th Street. It consists of a vacant lot that is approximately 26,352 square feet. It is an integral part of current and future comprehensive redevelopment efforts within the target area. It is owned by the Philadelphia Redevelopment Authority and will be transferred to the ownership of the Land Bank prior to entering into a Purchase Development Agreement with the selected Applicant.

The site is located at 1625-41 N. 10th Street. It consists of a vacant lot that is approximately 26,352 square feet. It is an integral part of current and future comprehensive redevelopment efforts within the target area. It is owned by the Philadelphia Redevelopment Authority and will be transferred to the ownership of the Land Bank prior to entering into a Purchase Development Agreement with the selected Applicant.

The Development Site has an estimated fair market value of approximately $2,935,000.

PHDC issues this RFP from experienced and qualified developers for the purchase and redevelopment of the publicly-owned parcels located at 8401 Lindbergh Boulevard, located in Southwest Philadelphia’s Eastwick neighborhood. Q: What is the protocol on the resale price?
