The Philadelphia Housing Development Corporation (“PHDC”), on behalf of the Philadelphia Land Bank (“Land Bank”), is soliciting proposals from developers to acquire and develop parcels located in Philadelphia’s Strawberry Mansion neighborhood for affordable homeownership in accordance with this Request for Proposals.
The Project Site is split into two (2) development sub-areas (“Sub-areas”) bounded by Cecil B. Moore Avenue, Euclid Street, North 30th and North 32nd Streets, Master, North 27th and North 28th Streets. Applicants are being asked to respond to this RFP with a proposal to develop properties listed in one or both of these sub-areas.

RFP for North Central Cecil B Moore Energy Efficient Homeownership Pilot
The Philadelphia Housing Development Corporation (“PHDC”), on behalf of the Philadelphia Land Bank (“Land Bank”), is soliciting proposals from Applicants to develop energy efficient, healthy, resilient, and affordable homeownership housing in Philadelphia’s North Central neighborhood. This project is part of a pilot program to develop a model for affordable housing development that optimizes long-term affordability (including utility affordability), public health, climate resilience and homeownership.
The site is located at 1625-41 N. 10th Street. It consists of a vacant lot that is approximately 26,352 square feet. It is an integral part of current and future comprehensive redevelopment efforts within the target area. It is owned by the Philadelphia Redevelopment Authority and will be transferred to the ownership of the Land Bank prior to entering into a Purchase Development Agreement with the selected Applicant.

RFP for 8401 Lindbergh Boulevard
In response to COVID-19, PHDC offices are closed at this time. This RFP’s deadline has been extended by 30 days to Thursday May 7, 2020 by 3pm.
PHDC issues this RFP from experienced and qualified developers for the purchase and redevelopment of the publicly-owned parcels located at 8401 Lindbergh Boulevard, located in Southwest Philadelphia’s Eastwick neighborhood. The Project Site is a vacant 4.5-acre tract at the northwest corner of 84th Street and Lindbergh Boulevard and is owned by Philadelphia Redevelopment Authority (PRA). This RFP follows the completion of the Lower Eastwick Public Land Strategy — a planning and feasibility report that was developed with significant community engagement. Each Proposal must follow the recommendations of this Public Land Strategy. A primary goal of the Project is to redevelop the Project Site in a way that responds to the community’s feedback, and so that the Project creates an amenity that serves the community through meaningful social impact.

A: Yes, the parcels will be conveyed to one applicant – lots will not be sold individually. Applicants must submit a proposal for the development of all lots in the RFP.
Q: What is the starting bid?
A: There is no starting bid. Given the constraints on the as-complete sale values, nominal disposition will be considered.
Q: What is the protocol on the resale price?
