PHDC is pleased to issue this Request for Proposals (“RFP”) to a qualified consultant, such as an Engineering, Construction Management, or Architectural Firm to complete a Physical Conditions and Needs Assessment (“PCNA”) for a portfolio of residential properties in the Germantown section of Philadelphia that are owned by the Philadelphia Redevelopment Authority (“PRA”).

Pre-Bid Meeting
A pre-bid meeting was held on February 27, 2020 at 11:30am at 1234 Market St., 16th Floor, Philadelphia.

The City of Philadelphia’s Department of Planning and Development (DPD) and PHDC have issued this Request for Proposals (RFP) seeking a qualified consultant to provide professional services to support our ongoing Diversity, Equity and Inclusion (DEI) work.  DPD and PHDC have a vision to serve as model agencies in building diverse, equitable and inclusive work environments and performing our work through the DEI lens. We seek to demonstrate our commitment to our staff, our colleagues in other City agencies and in our work with the public. DPD and PHDC staff work closely together although they are two separate entities with different work rules, leadership and processes. Where possible, we seek to align our working environments and define a shared commitment to DEI both internally and externally.

RFQ  for 4300 Ridge Avenue Public Art

PHDC and the Philadelphia Redevelopment Authority (PRA), and CRP/GO Ridge Flats Owner, LLC are pleased to offer this opportunity for a public art project to be located at 4300-4312 and 4314-4326 Ridge Avenue to be developed by CRP/GO Ridge Flats Owner, LLC. This opportunity is part of PRA’s Percent for Art program, which requires developers building on land acquired from the public sector to commit one percent (1%) of their construction costs to original, site-specific works of art. Up to six (6) applicants (finalists) will be selected from the pool of applicants to this Request for Qualifications (RFQ) and will subsequently be invited to submit a proposal in response to an upcoming project Request for Proposals (RFP).

Relationship of PRA to PHDC
In July 2019 PRA and the Philadelphia Land Bank merged with PHDC—combining staffs and making PHDC the public-facing brand. Although the PRA still exists, its work is carried out by the staff of PHDC.
