RFP  for Insurance Brokerage Services

The Philadelphia Housing Development Corporation (PHDC), on behalf of itself and as agent for the Philadelphia Redevelopment Authority, Philadelphia Land Bank, HeadHouse Retail Associates, L.P. and the 12th and Market HeadHouse Condominium Owners, invites competitive proposals from interested insurance brokerage firms to provide risk management, insurance, safety and loss control, claims and administrative services for each of the foregoing entities as outlined in the Project Description/Scope of Work section of this Request for Proposals.  PHDC shall select one insurance brokerage firm to act as the insurance broker for the foregoing entities.

RFQ The Parker: $38,000 Percent for Art Opportunity

Project Overview
Philadelphia Housing Development Corporation (“PHDC”) and the development team of Benchmark Real Estate Partners (the “Developer”) announce a two (2) stage process for the commission of public artwork (the “Art Project”) at the Parker development to be located at 13th and Bainbridge Streets (the “Property”). The Property is being developed in coordination with the Philadelphia Redevelopment Authority (the “PRA”), which adopted PHDC’s Percent for Art Program (the “Art Program”), which requires developers building on land acquired from the public sector to commit one percent (1%) of their construction costs to original, site-specific works of art. The Art Budget (“Art Budget”) for the Art Project is thirty-eight thousand dollars ($38,000).

Process Overview
This Call for Artists: Request for Qualifications is Part 1 of a two (2) part Public Art Selection Process for the Parker. In Part 1, up to five (5) finalists will be selected by PHDC based on recommendations from the PHDC Public Art Committee (the “Art Committee”), the Developer, and community members. Finalists will move on to Part 2: Request for Proposals (“RFP”) where they will be invited to develop full proposals. Finalists will receive a five-hundred-dollar ($500) honorarium in return for completing and presenting their proposal to a review committee who will be comprised of the Art Committee and development project stakeholders (“Review Committee”).

RFP ARTisPHL Evaluator Solicitation

Project Overview
Philadelphia Housing Development Corporation (“PHDC”) is seeking a qualified consultant (each, an “Applicant”, and together, the “Applicants”) to conduct an evaluation of the ARTisPHL initiative. ARTisPHL was launched in the summer of 2020 by PHDC’s Percent for Art program with substantial support from the Knight Foundation. It funded temporary, community-informed arts projects by local artists. The program’s progressive grant selection process commenced with a widely publicized open call for arts-driven ideas responsive to the essential question: “What does engagement mean today?”

MDP is a hands-on, business technical assistance program for small to mid-size developers and contractors in Philadelphia to promote wealth creation and business growth. It is a collaboration between PHDC, private, and non-profit sectors. MDP is not only a technical assistance program, but also leverages public land and funding to create opportunities for small to mid-size developers to obtain contracts for development projects, gain experience and improve their balance sheets. RFQ for Festival Pier, Call to Artists $1.1 million Percent for Art Opportunity

Project Overview

PHDC and the development team of Haverford properties and Jefferson Apartment Group announce a two stage process by which we will award and commission public artwork  at the Riverview development to be located at Festival Pier, at Spring Garden Street and Columbus Boulevard. The Property is being developed in coordination with the Percent for Art Program, which requires developers building on land acquired from the public sector to commit one percent (1%) of their construction costs to original, site-specific works of art. The Art Budget for the Project is one million, one hundred thousand dollars ($1,100,000).

Process Overview

RFP for Business Analyst Consultant Opportunity

Background

Philadelphia Housing Development Corporation (“PHDC”), on behalf of the City of Philadelphia’s (“City”) Department of Planning and Development (“DPD”), is seeking a qualified consultant (each, an “Applicant”, and together, the “Applicants”) to provide professional services to document a limited number of essential, current, business processes.

DPD coordinates the City’s planning, zoning, preservation, and housing functions to promote the economic health of all neighborhoods and the City. DPD includes the Divisions of Housing and Community Development (“DHCD”); Planning and Zoning (“DPZ”); and Development Services (“DS”). DPD also contracts with the PHDC, the Philadelphia Land Bank (“PLB”) and the Philadelphia Redevelopment Authority (“PRA”) to deliver housing services to residents and to support economic development activities.

The selected Applicant will work directly with our Deputy Finance Director and our Deputy for Human Resources and their teams to complete the project.  The workplan should allow for check in meetings with leadership at the launch, midway, and end of project to ensure agreement and alignment.

The Fiscal Unit is responsible for DPD’s annual budgeting of $180M from local, state, and federal funding sources, including funding from the U.S. Department of Housing and Urban Development (“HUD”). Each year, HUD requires DHCD to complete an Annual Action Plan (includes program budget and plan for affordable housing and neighborhood programs) and that such Annual Action Plan be approved by City Council.  DHCD also manages other HUD grants such as Choice ($30M) and CARES Act ($40M).  DHCD contracts with over 75 non-profit agencies each year to carry out programs for low-income residents and communities. DPZ receives DVPRC grants, Mixed Income Housing Bonus Fees and ZBA fees for zoning transactions, as well as state funding to support planning and historical preservation functions. The Fiscal Unit administers all these transactions.

The Human Resources and Office Services Unit is responsible for Human Resources transaction functions for approximately 110 employees (inclusive of services such as compensation, onboard, offboarding, extraordinary payments, and separations as well as other duties); the health and safety of staff (ensuring accurate census of employees including emergency protocols); procurement, distribution and tracking of materials, supplies and services; and the maintenance of facilities and vehicles to support the department’s operations.

DPD recently completed our Continuity of Operations Plan (“COOP”) that documents our essential functions and the staff members that perform the tasks. Through that process, staff identified priority tasks within the Fiscal and HR functional areas that lack redundancy, business process flow maps and technical manuals on how to perform the task. To build our resiliency as a department, we seek to address these gaps.  Once an Applicant is selected, DPD will provide the following to inform the work:

  1. relevant information from the COOP to provide context for this project;
  2. the specific list of processes to be documented, and
  3. existing materials and documentation that speak to current processes.

Responsibilities/Task:

  • Develop a workplan and timeline for the project with input from leadership and team members to ensure staff availability and that the project is completed on time and within budget.
  • Research, review, and analyze the existing materials and develop strategies for enhancing or further leveraging these existing materials or informal processes to complete the task. NOTE: the intent is to perform most of the work on virtual platforms, but some document reviews may require on-site meetings for document exchange.
  • Produce a process flow diagram and confirm it presents the information in a usable format that can be readily updated internally by staff, in the future, when processes change and/or staff roles change.
  • Create documentation to provide “How To Guides” or Tools that detail for staff how to perform the tasks noted in the process flow diagrams. (This is not required for all tasks and these can exist in text format and/or in recorded video formats.)
  • Meet with Deputies for HR and Finance and/or their appropriate staff to document current processes.
  • Provide drafts for review and discussion to these teams.
  • Securing input from various operational staff, who will perform the tasks, and revise document accordingly to ensure clarity.
  • Finalizing documentation and transfer information.

Qualifications/Skills

  • Excellent analytical, mathematical, and creative problem-solving skills – most tasks are financial in nature.
  • Excellent listening, interpersonal, written, and oral communication skills
  • Logical and efficient, with keen attention to detail
  • Strong customer service orientation
  • Experience working in a team-oriented, collaborative environment
  • Proven experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development,
  • Demonstrated project management skills and project management software skills, including planning, organizing, and managing resources.
  • Prior experience working with public sector clients working within a regulated environment on externally designed systems and processes with limited ability to change requirements. 

Submission Requirements

  1. Organization & Personnel Qualifications: Applicant’s proposal must identify the Applicant’s qualifications by education level, skill set (described in detail), experience level, and job title. Resumes of all personnel so identified should be included in Applicant’s proposal. Experience with “like” projects should be cited. 
  2. Scope of Work Description: The scope of work proposed by Applicant should include a general project schedule that identifies estimated time for all tasks, activities, deliverables, and milestones. The proposal should state the number of days following PHDC’s authorization to proceed by which it will be ready to start the work, including any mobilization time. 
  3. Cost Proposal: DPD has set aside Ten Thousand Dollars ($10,000) to complete this project inclusive of time and materials. Applicant should propose scope and workplans within that budget. Applicant must provide a detailed cost proposal, which must include 1) a line-item breakdown of the costs for specific services and work products proposed, and 2) a statement of staff hourly rates. The proposed price must include all costs that will be charged to PHDC for the services and tangible work products the Applicant proposes to perform and deliver to complete the project. Any contract resulting from this solicitation will provide for a not-to-exceed amount in the compensation section of the contract.
  4. References: Include contact information for a minimum of two (2) references who can speak to the Applicant’s experience with similar types of work as that described in this solicitation.
  5. MBE/WBE/DBE: DPD seeks to promote opportunities for disadvantaged business. For all contracting efforts, each prime shall use its good faith and nondiscriminatory efforts to provide joint venture partnerships, sub-consulting and subcontracting opportunities for minority, women, disabled, and/or disadvantaged business enterprises (collectively, “M/W/DSBE”) registered in the City of Philadelphia’s Office of Economic Opportunity (“OEO”) and/or any agency that the City recognizes as having bona fide certifying program. The Department’s OEO goal is 35% for all contracting activities.

  7. Proposal Review and Selection Process: It is expected that proposals will be reviewed, and a limited number of interviews will be held on 1/6/22 or 1/7/22. The successful Applicant will be chosen based on a demonstration of knowledge, experience, ability, and capacity to perform the work effectively. The term of the contract between PHDC and the selected Applicant will be one (1) year, which may be extended at the sole discretion of PHDC.

Attachment A: Tax Clearance and Conflict of Interest Form
Applicants, upon request of the PHDC, must provide evidence satisfactory to PHDC that all municipal taxes, including business taxes, real estate, school, water and sewer charges, if applicable, are current for both the individual Applicant and the Applicant’s firm and neither is currently indebted to the City; will at any time during the term of the agreement be indebted to the City, for or on account of any delinquent taxes, liens, judgments, fees or other debts for which no written agreement or payment plan satisfactory to the City has been established.  Please complete the Philadelphia Tax Status Certification and Conflict of Interest form (Attachment A) and submit it with your proposal.

Attachment C: Insurance Requirements
Please submit a certificate of insurance evidencing the required coverages as outlined in (Attachment C) with your proposal. If, for any reason, you cannot comply with the insurance requirements, please provide the reasons for your inability to do so in your proposal and PHDC will consider any deviations from the insurance requirements on a case-by-case basis.

By submitting a proposal in response to this solicitation, an Applicant affirmatively acknowledges: (i) its acceptance of the terms and conditions of this solicitation; (ii) PHDC may exercise in its sole discretion the following rights; and (iii) PHDC may exercise the following rights at any time and without notice to any Applicant:

  1. to reject any and all proposals;
  2. to supplement, amend, substitute, modify or re-issue the solicitation with terms and conditions materially different from those set forth here;
  3. to cancel this solicitation with or without issuing another solicitation;
  4. to extend the time period for responding to this solicitation;

  6. to conduct personal interviews with any Applicant to assess compliance with the selection criteria;

  12. to rescind a selection prior to agreement execution if PHDC determines that the specifications contained in this solicitation are not in conformity with law or that the process in selection of a proposal was not in conformity with law or with PHDC’s legal obligations;
  13. in the event a contract is awarded, the successful Applicant shall procure and maintain during the life of the contract liability insurance in an amount to be determined prior to the award of any agreement;
  14. in the event an agreement is awarded, Applicant agrees to perform its services as an independent contractor and not as an employee or agent of PHDC;
  15. in the event an agreement is awarded, all Applicants agree that no portion of performance of the agreement shall be subcontracted without the prior written approval of PHDC; and
  16. each Applicant agrees to indemnify, protect and hold harmless PHDC and the City from any and all losses, injuries, expenses, demands and claims against PHDC or the City sustained or alleged to have been sustained in connection with or resulting from (i) the submission of the Applicant’s proposal; (ii) the delivery by the Applicant to PHDC of any other documents or information; and (iii) any other conduct undertaken by the Applicant in furtherance of or in relation to the Applicant’s proposal. Each Applicant agrees that its duty to indemnify and hold harmless shall not be limited to the terms of any liability insurance, if any, required under this solicitation or subsequent agreement.

Neither PHDC nor the City is under any obligation whatsoever to any Applicant as a result of this solicitation.  This solicitation does not represent any commitment on the part of PHDC and/or the City to any Applicant.  In no event shall PHDC and/or the City be responsible for any cost, expense or fee incurred by or on behalf of any Applicant in connection with this solicitation.  Applicants shall be solely responsible for all such costs, expenses, and fees.

PHDC’s new initiative is designed to address the lack of diversity in the Philadelphia real estate development. MDP is a hands-on, business assistance program for small to mid-size developers and contractors in Philadelphia to promote wealth creation and business growth. It is a collaboration between PHDC, private and non-profit sectors. MDP is not only a technical assistance program, but it also will leverage public land and funding to create opportunities for small to mid-size developers to obtain contracts for real estate development projects, gain experience and improve their balance sheets.

PHDC, on behalf of the PRA, is seeking qualified bidders for a Land Maintenance Professional Services Agreement. 2020

RFP for Occupational Therapy Consultations

This RFP provides interested providers with the information required to prepare and submit proposals for consideration by PHDC to satisfy the need for occupational therapy consultations (OTC) to be provided in the homes of physically disabled residents of Philadelphia. These consultations will recommend accessibility modifications which will be paid for by grants under the Adaptive Modifications Program (AMP). Modifications will be provided by PHDC-selected contractors. Contracts for OTC reimbursement will be offered for all or part of the period of January 1, 2021 to December 31, 2021.

The Adaptive Modifications Program provides accessibility modifications, including, but not limited to, exterior wheelchair lifts, stairway elevators, first floor full- and half bathrooms, railings, increased lighting and kitchen modifications. All modifications are recommended by a licensed occupational therapist. PHDC expects to provide 200-250 visits (consultation or follow up) during the contract period.
