Waterview Recreation Center Renovation Project

Overall work includes installation and maintenance of soil erosion and sediment control measures, demolition and removal of all existing site structures including but not limited to all fencing, gates and playground equipment, as noted on the drawings, removal of existing sidewalks, pavers, pavement, fences, benches, curbs, etc. as noted on contract documents and as required to complete the project, removal/abandonment of existing above-ground and underground utilities and associated structures, backfill of removed underground utilities, backfill to grade with compacted suitable on-site soils, removal from site and disposal of all excess and unusable material, removal of trees and plant material as noted on the drawings.

Questions
PRA will accept questions and requests for additional information directed in writing to RFP@phdc.phila.gov  up to 3:00 PM, March 18, 2024. Responses and any additional information will be posted on this  page of the PHDC website, within 3 business days of this date.

Bid Submission
Sealed Bids Shall be brought in person to Waterview Recreation Center, 5826 McMahon Street, Philadelphia, PA 19144, on March 27, 2024, at 10:00 AM. Bids will be opened immediately thereafter.

On behalf of the City of Philadelphia (“City”), the Philadelphia Redevelopment Authority (“PRA”) is pleased to issue this Request for Proposals (“RFP”) for qualified prime contractors (each, an “Applicant” and together, the “Applicants”) for the Wynnefield Library project located at 5325 Overbrook Ave, Philadelphia, PA 19131. This project is part of the City’s Rebuilding Community Infrastructure Program (“Rebuild”).

Mandatory Pre-Bid Meeting
All Applicants must attend the mandatory pre-bid meeting onsite at 5325 Overbrook Ave, Philadelphia, PA 19131 at 11:30 AM on Monday, 3/4/24. The names and contact information for all attendees at the pre-bid meeting will be posted on PHDC’s website as public information within a few days of the pre-bid meeting.

Questions/Requests for Additional Information
PRA will accept questions and requests for additional information directed in writing to RFP@phdc.phila.gov up to 3:00 PM on Friday, 3/8/24. Questions, responses, and additional information will be posted on the PRA Website within 5 business days of this date.

Submission Deadline
Applicants must submit a response/proposal (a “Response”) no later than 3:00 PM  Wednesday, March 20, 2024; absolutely no Response will be accepted after that time.

As of July 2019 the Philadelphia Redevelopment Authority (PRA) and the Philadelphia Land Bank (PLB) are staffed by employees of PHDC. PRA and the Land Bank remain independent organizations overseen by independent boards of directors. Accordingly, you may see references to PRA and the PLB. PHDC, PLB and PRA work together to create seamless programs and services that support community development in the City of Philadelphia.
