RFP for Home Improvement Programs 2026
This Request for Proposals (RFP) provides interested contractors with the information required to prepare and submit proposals for consideration by PHDC to satisfy the need for home rehabilitation services and accessibility modifications to be provided to the homes of low-income households in Philadelphia. Improvements will be paid for by grants under the following Home Improvement Programs:
- Basic Systems Repair Program (BSRP)
- Adaptive Modifications Program (AMP)
- Targeted Housing Preservation Program (THPP)
- Low Income Home Energy Assistance Program (“CRISIS”)
- Disaster Recovery & Resilience Program (DRRP)
Virtual RFP Briefing
There will be two (2) virtual RFP briefing. The first briefing will be held on Monday, September, 28, 2026 at 11:30AM and the second briefing will be held on Tuesday, September 29, 2026 at 1:00PM. The briefings will take no longer than one hour. This briefing is not required but is encouraged for new applicants. Please email Kevin Bane (kevin.bane@phdc.phila.gov) if you would like to receive an invitation to either of these briefings. Please indicate which one you would like to attend in your email.
Questions
Contractors may submit questions regarding this RFP to Kevin.Bane@phdc.phila.gov by Wednesday, September 30, 2026. The questions and answers will be posted on this page by EOD Friday, October 2, 2026.

Your HIP RFP 2026 response file must be completed and delivered as a package (there are many forms within to complete). Please be sure to read this whole file carefully. For your reference, pages to be returned are numbered 15 through 54 (inclusive) plus additional supporting documentation listed in the checklist (pages 13-14). Be sure to answer all questions thoroughly and thoughtfully. Lengthy answers are not necessary or advisable. Proposals must be typed or clearly printed. Be sure to complete the required forms provided and to supply all other items, as applicable (see checklist). Responses will be disqualified if the package is incomplete.
Step 2 – Submit
You can submit your completed RFP file and all supporting documents through the ONLINE SUBMISSION button. Click on the green button below and it will take you to the Online Submission form. Here you can upload all your files/documents responding to this RFP
You will receive a notification after you complete the Online Submission form, and an email confirming receipt.

As of July 2019 the Philadelphia Redevelopment Authority (PRA) and the Philadelphia Land Bank (PLB) are staffed by employees of PHDC. PRA and the Land Bank remain independent organizations overseen by independent boards of directors. Accordingly, you may see references to PRA and the PLB. PHDC, PLB and PRA work together to create seamless programs and services that support community development in the City of Philadelphia.
