Request For Qualifications (RFQ) Weatherization Assistance Program (Rolling)
This Request for Qualifications (“RFQ”) provides interested contractors with the information required to prepare and submit qualifications for consideration by the Philadelphia Housing Development Corporation (“PHDC”) to satisfy the need to provide in-home weatherization services, energy auditing, or Quality Control Inspection (QCI) services to the homes of low-income households in Philadelphia. Improvements will be funded through grants from the United States Department of Energy (DOE), administered by the Pennsylvania Department of Community & Economic Development (DCED). Contracts will be offered for one (1) year period with the option for one (1) year renewal in PHDC’s sole discretion.
Typical Weatherization grant reimbursements for work performed by contractors vary, but the allowable job cost average is $8,325 per property for 2026-2027. Additional funding is available for trade work needed before weatherization measures can be installed, such as roof, electrical, plumbing, and carpentry upgrades.

Request for Proposals (RFP) Payment Vendor for Rental Assistance Programs

The Philadelphia Housing Development Corporation (PHDC) is pleased to issue this Request for Proposals (RFP) to payment vendors for processing services related to PHDC’s Rental Assistance Programs: Eviction Diversion Program-Targeted Financial Assistance (TFA), FreshStartPHL, and Workforce Rental Assistance Program (WRAP) (collectively, the Programs).

Submission Deadline
Respondents must submit a response to this RFP (Response) no later than September 10, 2026, at 3:00 pm; absolutely no response will be accepted after this time.
Pre-submission conference
A pre-submission Zoom conference (non-mandatory) will be held on Friday, August 7, 2026, from 10-11AM to answer any questions regarding this RFP. Interested parties are urged to attend this conference.
