Request for Proposals (RFP) West Mill Creek Playground and Plaza
On behalf of the City of Philadelphia (“City”), the Philadelphia Redevelopment Authority (“PRA”) is pleased to issue this Request for Proposals (“RFP”) for qualified prime contractors (each, an “Applicant” and together, the “Applicants”) for the West Mill Creek Playground & Plaza project located at 5072 Ogden Street and 5021-41 Brown Street, Philadelphia, PA 19139. This project is part of the City’s Rebuilding Community Infrastructure Program (“Rebuild”).

Mandatory Pre-Bid Meeting
All Applicants must attend the mandatory pre-bid meeting onsite at West Mill Creek Playground at 10:00 am on Tuesday, July 8,2025. The names and contact information for all attendees at the pre-bid meeting will be posted on PHDC’s website as public information within a few days of the pre-bid meeting.
Questions/Requests for Additional Information
PRA will accept questions and requests for additional information directed in writing to RFP@phdc.phila.gov up to 3:00 PM on Friday, July 11, 2025. Questions, responses, and additional information will be posted on this page within 5 business days of this date.
Submission Deadline
Applicants must submit a response/proposal (a “Response”) no later than 3:00 pm Tuesday, July 22, 2025; absolutely no Response will be accepted after that time.

Request for Proposals (RFP) Happy Hollow Recreation Center

On behalf of the City of Philadelphia (“City”), the Philadelphia Redevelopment Authority (“PRA”) is pleased to issue this Request for Proposals (“RFP”) for qualified prime contractors (each, an “Applicant” and together, the “Applicants”) for the Renovations to the Happy Hollow Recreation Center project located at 4800 Wayne Avenue, Philadelphia PA 19144. This project is part of the City’s Rebuilding Community Infrastructure Program (“Rebuild”).
Site improvements include playground equipment, safety surface, tree and perennial planting, site furnishings, accessible ramps, concrete sidewalk and curbs, exterior stairs and lighting, breezeway replacement, security cameras. Building improvements include roof replacement, HVAC system replacement, electrical service update, sanitary and domestic water plumbing replacement, interior finish replacement, lighting replacement, restroom renovation, fire alarm, doors and hardware replacement, kitchenette renovation, computer lab renovation, entry stairs, railings, building signage, and furniture.

As of July 2019 the Philadelphia Redevelopment Authority (PRA) and the Philadelphia Land Bank (PLB) are staffed by employees of PHDC. PRA and the Land Bank remain independent organizations overseen by independent boards of directors. Accordingly, you may see references to PRA and the PLB. PHDC, PLB and PRA work together to create seamless programs and services that support community development in the City of Philadelphia.
