RFP for Restore, Repair, Renew (RRR) Participating Lenders

PHDC is pleased to issue this Request for Proposals, on behalf of the Philadelphia Redevelopment Authority (“PRA”), to interested qualified vendors (each, a “Respondent”, and collectively, the “Respondents”) to originate and service loans related to PHDC’s Restore, Repair, Renew—Philadelphia Neighborhood Home Preservation Loan Program (“RRR”).

In 2019, PHDC launched RRR to provide loans to Philadelphia low-, moderate-, and middle-income homeowners, defined as having household income at or below 120% of Area Median Income for Philadelphia County as established by HUD—for income limits, click here.  The RRR program was funded with bond proceeds in the amount of Forty Million Dollars ($40,000,000).

Questions and requests for additional information should be directed in writing to rachel.mulbry@phdc.phila.gov with the subject line “RRR Lender RFP” and will be accepted until August 8, 2025 at 3:00 PM.

Responses will only be accepted in the following manner: Online Submission – via the electronic portal below.

Submission Deadline
Respondents must submit a Response to this RFP no later than August 29, 2025 at 3:00 PM; absolutely no Response will be accepted after this time.

Rolling RFQ for Home Improvement Programs 2025

This Request for Qualifications (RFQ) provides interested contractors with the information required to prepare and submit qualifications for consideration by PHDC to satisfy the need for home rehabilitation services and accessibility modifications to be provided to the homes of low-income households in Philadelphia. Improvements will be paid for by grants under the following Home Improvement Programs:

  • Basic Systems Repair Program (BSRP)
  • Adaptive Modifications Program (AMP)
  • Targeted Housing Preservation Program (THPP)
  • Disaster Recovery & Resilience Program (DRRP)

How to Apply

Step 1 – Download the HIP Contractor RFQ 2025 by clicking on the green links below (one is a PDF, the other a WORD document):

Your HIP Contractor RFQ 2025 file must be completed (there are many forms within to complete) and delivered as a package. Please be sure to read this whole file carefully. For your reference pages to be returned are numbered 16 through 52 (inclusive) plus additional supporting documentation listed in the checklist (pages 13-14). Be sure to answer all questions thoroughly and thoughtfully.  Lengthy answers are not necessary or advisable.  Qualifications must be typed or clearly printed.  Be sure to complete the required forms provided and to supply all other items, as applicable (see checklist).

Deadline

This is a Rolling RFQ, which means contractors interested in HIP can submit their RFQ response at any time while the rolling RFQ period is open.  PHDC will review RFQs submitted and accept contractors on an as needed basis depending on the need of contractors.


As of July 2019 the Philadelphia Redevelopment Authority (PRA) and the Philadelphia Land Bank (PLB) are staffed by employees of PHDC. PRA and the Land Bank remain independent organizations overseen by independent boards of directors. Accordingly, you may see references to PRA and the PLB. PHDC, PLB and PRA work together to create seamless programs and services that support community development in the City of Philadelphia.
