Although PHDC oversees most land management functions the Philadelphia Land Bank still has important responsibilities. One of those responsibilities is to develop a strategic plan for vacant land in Philadelphia.
The Strategic Plan identifies opportunities to turn vacant land into affordable and market-rate housing, into community gardens, and into side and rear yards. It also identifies opportunities to leverage vacant properties into economic development, especially economic development that creates jobs.
The Strategic Plan is prepared through a process that enables stakeholders and the public to offer input. Philadelphia City Council also weighs in on the Plan and considers its proposed Acquisition and Disposition policies.
The 2019 Strategic Plan and Performance Report is currently in draft form.
