How do I Become a Certified Minority, Woman or Disabled Owner Contractor?
Although the Office of Economic Opportunity (OEO) no longer does certification, there is a list of certifying agencies recognized by the City of Philadelphia posted on its website at oeo.phila.gov  After becoming certified with any of the listed organizations, contractors must then send their certification to OEO to be placed on its MBE/WBE/DSBE registry.

What Benefit is There at PHDC if I am a Certified Minority, Woman or Disabled Owner Contractor?
All contractors providing services through PHDC are subject to certain MBE/WBE/DSBE subcontracting, purchasing and hiring requirements.  Prime contractors can only count minority, woman and disabled owned businesses that are certified and on the Office of Economic Opportunity’s registry towards those requirements.  This creates a demand for such certified contractors.
