Current Funding Opportunities
RFP for HOME-ARP and Non-LIHTC Affordable Rental Production and Preservation Housing Projects
The Division of Housing and Community Development (DHCD) is soliciting proposals to finance the production or preservation of affordable housing using funding from HOME (federal), HOME-ARP (federal), HTF (city), H.O.M.E. Bond (city), and other sources as designated by DHCD and Philadelphia Housing Development Corporation (PHDC). This Request for Proposals (RFP) is designed to provide financing for the development, rehabilitation, and preservation of projects that will NOT seek Four Percent or Nine Percent Low Income Housing Tax Credits (LIHTC) from the Pennsylvania Housing Finance Agency (PHFA). Proposals for HOME-ARP eligible projects and non-LIHTC projects can be submitted in response to this RFP. Briefing Session
A pre-submission briefing session (non-mandatory) will be held on October 27, 2025, at 3:00 pm to answer any questions regarding this RFP. Interested parties are urged to attend the briefing session. Please register for the Briefing Session by emailing DHCDRFPInquiry@phila.gov. The Briefing Session will be held at the following location:
1234 Market St., 17th Floor Boardroom, Philadelphia, PA 19107. You will be required to show ID at the Security Desk to access the building.
Questions
Questions related to this RFP must be submitted via email to DHCDRFPInquiry@phila.gov by October 29, 2025. Answers to all questions received will be posted on the DHCD and PHDC websites by November 3, 2025.
Proposal Submission Deadline:
Proposals must be in the format as described in the Proposal Format section and must be received no later than midnight, on Monday, November 24, 2025.

RFP for Shallow Rent Program
The Philadelphia Housing Development Corporation (“PHDC”) is pleased to issue this Request for Proposals (this “RFP“) to owners and/or property managers (on behalf of owners) (each, a “Respondent“, and collectively, the “Respondents“) of affordable housing properties with income-restricted rental units that were built or substantially renovated with federal, state, or local subsidies (each, a “Property“, and collectively, the “Properties“). PHDC is seeking Respondents who are interested in participating in a program (the “Shallow Rent Program“) designed to provide monthly rent vouchers not to exceed $500 per month (“Shallow Rent Vouchers“) to tenants who are leasing income-restricted rental units in the City of Philadelphia (the “City“) at rent levels that exceed 30% of their gross income. Launched in May 2020, the Shallow Rent Program provides monthly rent vouchers of up to $500 to tenants living in affordable rental units who are paying more than 30% of household income on rent. This amount subsidizes the “shallow” gap between 30% of tenants’ monthly income and their cost of rent. Shallow Rent Vouchers are paid directly to participating affordable housing providers to reduce the monthly rental obligations of approved tenants.

Proposal Submission Deadline:
Respondents must submit a proposal (“Response“) no later than July 24, 2025, at 3:00 PM; absolutely no Response will be accepted after this time.
Proposal Submission Process
Responses will be accepted only in either of the following two formats:
- Online by clicking the Online Submission button below;
- Hard copy submission that includes one original print copy in addition to one digital copy saved as a PDF or within a Microsoft Word document on a USB Flash Drive. Hard copy submissions must be sent through registered mail to:
