
What is DRRP?
The Disaster Recovery and Resilience Program (DRRP) provides extensive, free repairs to eligible owner-occupied homes in Philadelphia that were affected by Hurricane Ida.Â
Who is Eligible?
Homeowners who owned and occupied their homes on the date of Hurricane Ida (September 1, 2021) and still maintain ownership and have storm-related housing damage may be eligible for home repairs. Â
Storm-related damage must be verified by at least one (1) form of documentation, including:Â
- Application for FEMA and/or Small Business Administration (SBA) assistance
- National Flood Insurance Program or other property insurance claim
- Application for other state/federal disaster recovery assistance
Please note that if you previously completed repairs in your home related to Hurricane Ida, this program does not provide reimbursement.Â
The repair scope will be determined by a PHDC inspector, and may include:Â
- Electric
- Plumbing
- Roofing
- HVAC and weatherization
- Drywall and insulation
- Door and window replacement
- Basement waterproofing
- Lead paint remediation and asbestos removal
- Ramps and lifts
- And more
You must be income eligible to participate in DRRP. Your gross household income must be less than 80% AMI (see the chart). Â
Income is calculated using gross income for all members of the household. Â

How to get started:

- If you cannot apply online you may speak to a PHDC operator by telephone at 215-448-2160, Monday-Thursday from 9am until 4pm, and Friday 9am-Noon. Hearing impaired persons only call TDD at 215-448-2184.
- You will need to provide the following information:Â

- Source, amount and frequency of income (before taxes) for every member of your householdÂ
- Birthdate, gender, marital status, race and ethnicity for every member of your householdÂ
2. PHDC will contact you for additional information.
3. PHDC will inspect your home for needed repairs.
4. PHDC’s contractors will complete repairs.Â
