RFP For 4% LIHTC Project Gap Financing

The Division of Housing and Community Development (DHCD) and the Philadelphia Housing Development Corporation (PHDC) are soliciting proposals to finance the production or preservation of affordable housing using the City’s H.O.M.E. Bond funds, the City’s Housing Trust Fund, federal HOME Investment Partnership Program funds, and other funding sources as designated by DHCD and PHDC.

This Request for Proposals (RFP) is intended to provide gap financing ONLY for Projects utilizing tax-exempt bond financing in connection with 4% Low-Income Housing Tax Credits (LIHTC) and does not apply to Projects seeking 9% LIHTC allocations.

Applications will be reviewed as they are received, and awards will be made on a rolling basis.

Briefing Session:
Questions and comments may also be addressed during briefing sessions, which will be held periodically at 1234 Market Street, 17th Floor Boardroom, Philadelphia, PA 19107. The first session will be held on August 6^th, 2026, at 3:00pm. Details about future sessions will be communicated on this PHDC webpage as well as via email to those signed up to receive updates on RFPs. RFP for Shallow Rent Program

The Philadelphia Housing Development Corporation (PHDC) is pleased to issue this Request for Proposals to owners and/or property managers (on behalf of owners) of affordable housing properties with income-restricted rental units that were built or substantially renovated with federal, state, or local subsidies. PHDC is seeking Respondents who are interested in participating in the Shallow Rent Program designed to provide monthly rent vouchers not to exceed $500 per month to tenants who are leasing income-restricted rental units in the City of Philadelphia at rent levels that exceed 30% of their gross income.

Proposal Submission Deadline
Respondents must submit a proposal (“Response”) no later than July 31, 2026, at 3:00 PM; absolutely no Response will be accepted after this time.

Responses will be accepted only in either of the following two formats:

File Upload Instructions
Files submitted online are restricted to a maximum of 8 MB. If you have documents larger than 8 MB, separate them into smaller documents to successfully upload them to the system. Allow time for each file to upload.
