The Philadelphia Housing Development Corporation (“PHDC”) on behalf of The Philadelphia Redevelopment Authority (“PRA”) is pleased to issue this Request for Proposals (“RFP”) for qualified landscape service providers (i.e., individuals, organizations, and businesses) (herein, “Applicants”) to maintain the various properties at the Logan Triangle site.

Submission Deadline
Applicants must submit a response/proposal (a “Response”) no later than March 3rd, 2026, at 4:00 PM; absolutely no proposals will be accepted after that time.
Pre-submission conference
A pre-submission Zoom conference (non-mandatory) will be held on February 11th, 2026, AT 10:00AM to answer any questions regarding this RFP. Interested parties are urged to attend this conference. If you are interested in attending this virtual conference, contact Simbarashe Madziva at simbarashe.madziva@phdc.phila.gov by close of business February 9th, 2026, AT 10:00AM.
Questions/Requests for Additional Information
PHDC will accept questions and requests for additional information directed in writing to simbarashe.madziva@phdc.phila.gov through 4PM on February 13th, 2026. Questions, responses, and additional information will be posted on the PHDC website within seven (7) business days of the pre-bid meeting.
Submission Process
Responses will only be accepted in the following manners: Online Submission – via the electronic portal below.

or Hard Copy Submission – Responses may be submitted by
(i) U.S. mail return receipt requested,
(ii) by a nationally recognized delivery service (e.g., FedEx), or
(iii) by hand delivery. Any such hard copy submission must:

- as well as a flash drive of the Response in PDF format,

Rolling RFQ for Home Improvement Programs 2025
This Request for Qualifications (RFQ) provides interested contractors with the information required to prepare and submit qualifications for consideration by PHDC to satisfy the need for home rehabilitation services and accessibility modifications to be provided to the homes of low-income households in Philadelphia. Improvements will be paid for by grants under the following Home Improvement Programs:
- Basic Systems Repair Program (BSRP)
- Adaptive Modifications Program (AMP)
- Targeted Housing Preservation Program (THPP)
- Disaster Recovery & Resilience Program (DRRP)

How to Apply
Step 1 – Download the HIP Contractor RFQ 2025 by clicking on the green links below (one is a PDF, the other a WORD document):
Your HIP Contractor RFQ 2025 file must be completed (there are many forms within to complete) and delivered as a package. Please be sure to read this whole file carefully. For your reference pages to be returned are numbered 16 through 52 (inclusive) plus additional supporting documentation listed in the checklist (pages 13-14). Be sure to answer all questions thoroughly and thoughtfully. Lengthy answers are not necessary or advisable.  Qualifications must be typed or clearly printed.  Be sure to complete the required forms provided and to supply all other items, as applicable (see checklist).

Deadline
This is a Rolling RFQ, which means contractors interested in HIP can submit their RFQ response at any time while the rolling RFQ period is open. PHDC will review RFQs submitted and accept contractors on an as needed basis depending on the need of contractors.
