RFP for Grays Ferry – Sears et Al

The Philadelphia Housing Development Corporation (“PHDC”), on behalf of the Philadelphia Land Bank (“Land Bank”), is soliciting proposals from developers to acquire and develop a publicly owned parcel located at 2609-27 Sears Street (including 1308-14 S. 26th Street) in Philadelphia’s Grays Ferry neighborhood for affordable homeownership in accordance with this Request for Proposals (“RFP”). This RFP is aligned with Philadelphia’s Neighborhood Preservation Initiative / Turn the Key Program which targets future buyers of the affordable housing developed by this RFP and will help reduce purchase prices for buyers. Buyers seeking these units will be eligible to apply to the program. Section III below specifies this RFP’s income requirements for potential homebuyers.

PHDC considers the parcel (collectively, the “Development Site”) as an integral part of current and future comprehensive redevelopment efforts within the target area. Properties under the ownership of the Department of Public Property and Philadelphia Redevelopment Authority will be transferred to the ownership of the Land Bank prior to entering into a Purchase Development Agreement with the selected Applicant.

Pre-submission Zoom Conference
A pre-submission Zoom conference (non-mandatory) will be held on April 12, 2023, at 10:00 AM to answer any questions regarding this RFP. Interested parties are urged to attend this conference. Questions
All questions regarding this RFP must be submitted in writing by email to: RFP@phdc.phila.gov with the subject line “Questions – Grays Ferry Sears RFP.” Questions will not be accepted by telephone. Questions will only be accepted until  April 14, 2023 at 4:00 PM. All questions and a response to each will be posted on this webpage no later than April 21, 2023.

Proposal Submission Process and Deadline
All Applications, along with a good faith deposit in the amount of $1,500 or 10% of the offer price, whichever is greater, must be received on or before 4:00 PM on May 1, 2023. Applications may be submitted either:

RFQ for Home Improvement Programs 2023

This Request for Qualifications (RFQ) provides interested contractors with the information required to prepare and submit qualifications for consideration by PHDC to satisfy the need for home rehabilitation services and accessibility modifications to be provided to the homes of low-income households in Philadelphia.  Improvements will be paid for by grants under the following Home Improvement Programs:

  • Basic Systems Repair Program (BSRP)
  • Adaptive Modifications Program (AMP)
  • Targeted Housing Preservation Programs (THPP)
  • Low Income Home Energy Assistance Program (CRISIS)

Your HIP Contractor RFQ 2023 file must be delivered as a complete package. Be sure to answer all questions thoroughly and thoughtfully.  Lengthy answers are not necessary or advisable.  Qualifications must be typed or clearly printed.  Be sure to complete the required forms provided and to supply all other items, as applicable. For reference and convenience, pages to be returned are numbered 14 through 49 (inclusive) plus additional supporting documentation listed in the checklist (pages 12-13) in the downloadable file below.

Step 2 – Submit:
